In a small bowl, whisk together the honey, soy sauce, rice vinegar, sesame oil, and half of the minced garlic.
Season the chicken with the minced onion, all-purpose and the other half of the garlic
In a large skillet or wok, heat a tablespoon of oil over medium-high heat.
Add the chicken and cook until browned and cooked through, about 5-7 minutes. Remove the chicken from the skillet and set aside.
In the same skillet, add the honey sauce mixture and bring it to a boil.
In a small bowl, mix together the cornstarch and water until dissolved. Add the cornstarch mixture to the sauce in the skillet and stir until thickened.
Return the cooked chicken to the skillet with the thickened sauce and toss to coat.
Sprinkle with sesame seeds and cook for an additional 2-3 minutes.
Remove from heat and let it cool slightly.
Garnish with green onions if desired.
Serve over rice or with your favorite vegetables.
